Review and Update to the Waste Management Master Plan, The County of Haldimand, Cayuga ON
The current update study involves: a review and update to the County's tipping fee structure; developing a schedule to reopen the Canborough Landfill when the Tom Howe Landfill reaches approved capacity; harmonization of waste collection services for former area municipalities, bag limit harmonization, bulky item collection services review, determination of waste collection route efficiencies, development of a strategy for waste and recyclables collection from residents of private roads; a review of the blue box collection program, including materials stream, collection methods, blue box collection route efficiencies, alternative waste diversion and recycling initiatives and a review of MRF operations and potential alternatives to use of the current MRF, and; other activities that include an extensive public and agency consultation program and an update to the Waste Management By-law. In addition, this study includes an update to the Solid Waste Master Plan which includes: updating population and waste generation projections; a determination of remaining disposal capacity, a review and update of the County's diversion objectives, and; a review and update to the Master Plan policies.
Level of Service and Rate Study, Regional Municipality of Niagara
UEM was retained as part of a consultant team to review the existing level of waste management service in Niagara Region and the manner in which current and future services are paid for. In 2005, the Region achieved a 45.5% residential diversion rate. The goal of the study was to examine changes to existing programs as well as adding new programs to increase diversion in order to meet the Province's goal of 60% diversion by 2012. 29 alternatives were examined that identified the means to achieve almost 80% diversion. The study also examined the costs of these alternatives, the most appropriate means to pay for these and the long-term costs of available disposal options for the Region.
Verification of Tonnage and Financial Data Call, Waste Diversion Ontario, Various municipalities in Ontario
UEM was retained by WDO as part of a consultant team to review the 2002 and 2003 Municipal Financial Datacall submissions for residential blue box recycling programs. The financial datacall was the most comprehensive ever completed in Ontario at that time. The results provided the basis for future funding contributions to the blue box program from industries in Ontario. UEM was also retained by WDO to provide pre-submission consultation to larger municipalities for the 2003 program. Our knowledge gained in this project provides us with an understanding of waste management programs and costs in almost 200 municipalities in Ontario.
